Rampur raza library was originally established on 7th august 1774 by Nawab Faizullah Khan, the prominent rohilla leader and founder of the then rampur state. The nucleus of the library through his personal collection and in the initial stage, it was a part of the toshakhana which continued till 1851. The successor nawab, Muhammad Saeed Khan (1840-55) established it as an independent department known as qutubkhana-I-darur- riyasat rampur.
- After the independence of india on 15th august 1947, rampur state merged with the union of india in 1949. Nawab raza ali khan presented the library to the country and renamed it from state library to rampur raza library. The library was brought under the management of a trust, which was formed on 6 august 1951.
“Hast in muhr bar Kutub Khana : Waali-i-Rampur farzana.” in A.H 1268 (1851-1852 A.D) It means ” This is the seal of the library: by the wise ruler (Nawab) of Rampur.”

Nawab hamid ali khan built the magnificent palace hamid manzil which was completed in 1905. The valuable collection of rampur raza library was shifted from the old building (presently government iti rampur) to hamid manzil in 1957. The trust managed the library till june 1975.
Prof. S. Nurul hasan, the then minister of state for education and scientific research, government of india, visited the library and found its valuable academic heritage in a neglected condition. On his stand suitable measures were taken for better management and providing adequate financial grants. As a result, the government of india took over the library from nawab murtaza ali khan; the president of the trust, under an act of parliament called the rampur raza library act no. 22 of 1975, dated july 1st. The government of india took over the full responsibility of management and established the library and also declared it an institution of national importance.
It is functioning as an autonomous body under the government of india and ministry of culture under the parliament act of 1975 and the supervision of a board. The hon’ble governor of uttar pradesh rampur is the chair person of the library board.
